Programming PLU pricing only

I only need to program 35 items for a small school store and wish to program pricing by PLU codes. There is no sales tax nor do I wish to create departments. After following the instructions for programming I keep getting the user imput error. Where did I go wrong?

I'm trying to make this very simple but am frustrated.
